Startup investors got better returns in Q4, a Nat'l Venture Capital Assn. report says. They show stability for the venture capital sector but room for "significant improvement." Returns were positive in the Dec. quarter, 1.4%, and the year, 13.2%, out to 20 years, 26%. Q4 topped Q3's -0.7%, but pales vs. Q2's 7%, Q1's 5% and 8.4% in Q4 '10.
